to allow the use of cyphers to all Chinese
Government Agencies: both Mr. T. V. Soong and
the local Commissioner of Chinese Maritime
Customs have been given very exceptional
privileges in this respect since war broke
out, so that there was nothing to prevent other
Chinese Government departments getting or
sending opher messages, given a measure of co-
operation. I add, though not necessarily as
part of the message, that I hope that David
Kung will be withdrawn from here permanently:
I think that that is the least that the Chinese
Government can do by way of amends.
The whole question of the anti-Japanese,
anti-Wang Ching-wei and, conceivably, indirect
anti-British activities which are going on here
is worrying me a good deal. I feel extremely
strongly that Hong Kong should not be used as
a base for such, especially now that Japan is
a potential enemy of Great Britain. You will
understand that I do not allude to the Agencies
such as the South West Transportation Company
or the Foreign Trade Commission but to under-
ground activities such as, I believe, Wu Te-chen
is conducting. The Secretary for Chinese Affairs
is writing a memorandum for me on this subject
and I will let you have a copy as soon as I can:
